On June 17th they changed it from .gov to .com and the one at .gov still responds but with an error message that leads one to believe the request was mal-formed.

  The new Zip+4 lookup page at http://www.usps.com/zip4/welcome.htm contains a note saying "For integrating ZIP Code Lookup capabilities into your web site or application system, please visit our Web Tools (APIs) or find additional addressing products at Address Information System Products (AIS)."

  However, as far as I can see, there is no zip code lookup or address verificatoin tools in the in Web Tools and the AIS products are databases that are updated by subscription and have a starting cost around $1000.00. Just scrape the page.
